[Apostle Rudger Clawson] ... Before taking my seat, I referred to the matter of non-tithe-payers and felt that some action should be taken relative to those who bear the priesthood, as by experience I had been led to believe that those who rejected the law of tithing, or failed to honor it, were indifferent, generally, to their duties in the church. The question was pretty fully discussed, and though no formal action was taken, it seemed to be the mind of the brethren that while it would be unwise and injudicious at present to relieve men of their priesthood, who failed to observe the law of tithing, it would certainly be proper to call for the resignation of non-tithe-payers, who were officiating in (1)

[Apostle Rudger Clawson] Apostle H. J. Grant (with R. Clawson associated), representing the committee appointed to investigate the propriety of dividing the Salt Lake Stake by Main Street, reported that a careful investigation of the recent division of said stake shows an improvement and decided advance in every directionâ€"in tithe-paying, in renewed interest among all the local organizations of the wards, and in a greatly increased attendance at all meetings. The committee, therefore, strongly recommended that the stake be again divided. I also spoke to the report and said that it met with my hearty approval. Said that every argument heretofore used for the dividing of large stakes would apply in the present case. Had always taken the view that about 10,000 church population should be the limit of the larger stakes and that the Salt Lake [Stake] today has a membership of about 27,000. (1)

[Apostle Rudger Clawson] Pres. Snow said in part: one of the most difficult improvements the Latter-day Saints have to make is in relation to a monetary consideration. "Property we haven't got, we are striving improperly to get, and property we have, we are striving improperly to keep." Said that there have been rich men among us in times past who haven't paid one third of their tithing, and others who have paid none at all, but it is getting to be different now. There is a brother in Provo who sent in the other day $27,000 for tithing, and this same brother has given by donation to the church as high as $10,000. There is a sister in this meeting, who has contributed to the church for educational purposes something like $23,000. And such things may be said of the man at my right (Apostle H. J. Grant) and of the man at my left (Bp. J. R. Winder). There is a great improvement among the Latter-day Saints in tithe-paying, and I rejoice in it. (1)

Was pleased with the great improvement in tithe-paying; regretted to learn that there were some brethren in the church who excused themselves from the observance of this law because they had sons in the missionary field to support. ... [Apostle Rudger Clawson] Pres. Snow said that the brethren of the Twelve should give the matter of tithe-paying in the stakes their personal attention; there are many bishops who should be released on account of their lack of qualifications. He had no fears, he said, but that the church would be relieved of its financial embarrassment, but the land of Zion could only be sanctified to the saints by the proper observance of this law. ... I expressed the view that the most effectual way to reach the non-tithe-payers would be to take up a special and personal labor with the presidencies of stakes and bishops of wards. Apostle Reed Smoot thought that presidents of stakes and bishops of wards should refrain from going to the saints for donations to meet stake and ward expenses, but should be allowed sufficient tithing to cover the same, and with this idea in view the presiding authorities should redouble their efforts to get the people to pay their tithing in full. [Apostle Rudger Clawson] 7 a.m. Left by train for Logan to attend the Cache Stake Conference and to assist in effecting a division of the stake, The B. Y. Monument fund indebtedness paid off; as also tabernacle debt and other obligations. The tithing of 1901 was 20% more than that of 1900. ... (1)

[Apostle Rudger Clawson] ... Pres. Snow made some remarks upon the subject of tithing and among other things said: about the first physical duty a man has to perform in this church is to be baptized, and without baptism he cannot have entrance into the church. It would be foolish to teach the mysteries of the gospel to a convert, before he is instructed in regard to baptism. So with tithing, the only way we can become established upon the land of Zion and sanctify it and make it secure to ourselves, is by the payment of tithesâ€"otherwise our possession of the land is uncertain. It is a great law and should be taught to the saints. It was the sense of the council that no member of the presidency of a stake, or high councillor, or member of a bishopric can be sustained in those positions, who are not tithe-payers. (1)

President Lorenzo Snow instructs members of the Quorum of the Twelve Apostles to preach tithing until all non-tithe payers are converted. (2)

[Apostle Rudger Clawson] Salt Lake City. Raining, with storm during night. 7 [a.m.] Left for Brigham City to attend monthly priesthood meeting of the Box Elder Stake to lay the matter of tithing before the leading authorities of the stake. ... 11 a.m. Priesthood meeting in the 1st Ward hall, Pres. Chas. Kelly presiding. I occupied the time a[nd] dwelt upon the law of tithing and endeavored to impress upon the minds of the brethren the fact that the land of Zion could not be sanctified, except by the observance of this law. ... At the close of the meeting I met with the presidency of the stake and bishopric of the wards. I placed the responsibility of looking after the non-tithe-payers upon the bishopric and distributed blanks to them for reports. There are 239 non-tithe-payers in the Box Elder Stake, 169 of whom bear the priesthood. It will be seen, therefore, that this is a matter of importance. (1)

[President Snow:] Said that there are many bishops in the church, who are not capable and efficient in their official calling, many of them not being naturally endowed with the qualifications for the bishopric. In all such cases they should be released and others planted in their stead. The payment of tithes should be carefully looked after. There are 10,000 non-tithe-payers in the church. This should not be. ... (1)

[Anthony W. Ivins] ... Under the management of the Pres. Snow the financial condition is greatly improved. It is true we are still in debt but our obligations are not due and we are prepared to meet these obligations when they are due. If the people will continue to pay their tithing as at present the Church will soon be entirely out of debt. . . (2)

[Apostle John Henry Smith] Brigham said our enemies will never be satisfied until we put a hundred tons of Nitro Glycerene under our God and blow him to shreds. President Joseph F. Smith spoke on the law of Tithing. (3)

[Apostle Rudger Clawson] President Snow. Topics treated. Only those who are fully entitled to their second anointings should receive this blessing. Presidents of stakes are under a high responsibility in this matter. The elders of Israel will never be called to go back to Jackson County, unless they conform in perfect obedience to the law of tithing. Some bishops were derelict last year in teaching the people of their wards the law of tithing. The proper name of the tithing record is the "Book of the Law of the Lord." "This church will never go back to Jackson County to build up the temple, until the church as a church learns to observe the law of tithing. No one can get a remission of his sins except by baptism, and so no one can secure the blessings of the land he occupies except by observance of the law of tithing." ... (1)

Apostle John Henry Smith reports on general Priesthood Meeting: "President Lorenzo Snow spoke ... on Tithing ['This church will never go back to Jackson County to build up the temple, until the church as a church learns to observe the law of tithing']. ... Reed Smoot on tithing. Rudger Clawson on Record Keeping. John W. Taylor on putting the brethren who visited them in clean beds free from bed bugs." (4)

[Apostle John Henry Smith] Marriner W. Merrill spoke, said he had 21 sons living and 17 of them were married and they were all Tithe payers. ... (1)

[Apostle Rudger Clawson] Being detained, I came in a little late and Apostle M. W. Merrill was speaking. He referred to conditions in the Cache Stake. There was some improvement in tithe paying, but a slackness in temple work. The stake is getting out of debt. ... Apostle Reed Smoot dwelt briefly upon the law of tithing. Said the spirit of indifference prevailed more or less among the saints in the various stakes. Referred to some of the fast meetings in Provo last Sunday and said the spirit and power of testimony rested upon the people and the gifts of the gospel were manifested. One brother spoke in tongues to the effect that the impressions given to Pres. Snow of late regarding the redemption of the center stake of Zion and the building of the great temple were from the Lord and such event would transpire much sooner than many supposed. (2)

[Apostle Rudger Clawson] Salt Lake City. Clear and mild. During the day I got out some statements for Pres. Snow regarding tithing and church indebtedness, which gave the following information: the cash tithing paid in 1900 in round numbers was $684,000, as compared with $669,000 in 1899; the church indebtedness, Jan. 9th, in round numbers was $1,370,000 as compared with $1,670,000 in March 1899, showing a reduction during the year of $300,000, which is an excellent showing. The Lord is blessing his people financially as well as spiritually. (2)

[Apostle Rudger Clawson] A. O. W[oodruff]. Bad habits. Brief closing remarks were made by Pres. O. P. Miller in which he endorsed the instructions given and made some interesting remarks upon the principle of tithing. We had a very interesting and instructive [Jordan Stake] Conference, and it may be remarked that if the saints would accept and carry out the counsels given at any one of the stake conferences, they could walk straight into the Celestial Kingdom. [Apostle Rudger Clawson] Remarks, S. B. Young. In behalf of the 138 quorums of seventies he congratulated Pres. Snow and wished him many happy returns of the day. .... Spoke relative to the principle of tithing. Prophesied that in the due time of the Lord Pres. Snow would have power to save every soul in his family. ... Remarks, David H. Cannon. Reported favorable conditions in the St. George Temple. Said Pres. Snow had promised the people of the St. George country that, if they were faithful in honoring the law of tithing and other commandments of God, they should be visited by the early and latter rains. This promise had been literally fulfilled, for a recent drought of some 5 years had been broken by copious rains. Explained how he had been guided by revelation in his labors at the temple. (2)

Lorenzo Snow said that there had been a great increase in the payment of tithes since the matter was brought to the special attention of the Latter-day Saints. (1)

[Apostle Brigham Young Jr.] Attended meeting at 10:00 a.m. and 2:00 p.m. ... Pres. Snow was there 2:00 p.m. and made pointed remarks on Tithing. We must obey that law or take the consequences for God will not suffer that we shall play with these things. God will not be mocked. Zion will be redeemed, most of those present will live to the hour providing they keep the law which God has given, not without. He spoke 18 minutes, tho he is not strong, suffering from a severe cold. (3)

[Apostle Rudger Clawson] Pres. Snow said that he desired to hear from the brethren concerning their labors in presenting the law of tithing to the saints. I reported that I had visited the three stakes assigned to meâ€"namely, Davis, Box Elder, and Maladâ€"and had received a report from them giving the names of all the non-tithe-payers, and showing they had all been visited by the bishopric of the various wards; also read a summary report showing other information gathered. Apostles Smith, Teasdale, Grant, Taylor, and Lund reported that they had also presented the matter to the stakes allotted to them. (1)

[Apostle Rudger Clawson] Salt Lake City. Clear and cool. I spent these three days in Salt Lake, mostly at the President's office, working on various matters. I got up a comparative statement for Pres. Snow, showing the cash tithing paid during the first 6 months in 1899 and in 1900. ... From this showing Pres. Snow assumed that the tithing for 1900 would be fully as much as paid in 1899, which I feel is a just conclusion. (1)

[Apostle Rudger Clawson] Apostle Taylor moved that a committee be appointed to consider the advisability of dividing some of the larger stakes, namely, Cache, Utah, San Pete, and Weber. The matter was discussed. Pres. Snow, H. J. Grant, J. W. Taylor, M. F. Cowley, and myself speaking to the subject. Some of the reasons given why a division would result in good were: more of the brethren and sisters of the church would be brought into active service; the interests of the saints would receive more careful attention; increase of tithing. Pres. Snow said he was heartily in favor of it, but suggested that the matter be deferred until the return of Presidents Cannon and Smith. Benediction by Apostle A. H. Lund. (1)

[Apostle Rudger Clawson] Apostle H. J. Grant was the next speaker. Felt, he said, that those who fail to observe the word of wisdom and pay their tithing ought not to be sustained in presiding positions. ... Apostle M. F. Cowley reported his labors in the stakes appointed to him regarding the matter of tithing and non-tithe-payers. Said he had met with pretty good results. (1)

[Apostle John Henry Smith] Prest. L. Snow spoke on the success that had come to the Church in the matter of tithing. He said when he came into power the Church owed about four million's dollars. (2)

[Apostle Rudger Clawson] ... [President Snow:] The question now arose as to how we were going to pay off the church indebtedness. During my trip to St. George last year, the Lord manifested to me that it was to be done through the tithing of the people. This message was carried to the saints by the First Presidency and Twelve, and with splendid results. The tithing paid in 1898 amounted to about $800,000, and in 1899, $1,138,000. We have paid off many obligations; we are paying $3000 less per month in interest than we were in 1898. We are not borrowing money and do not need to. The brethren of the Twelve have assisted us in bringing about this condition. Through the blessing of the Lord, the guaranteed indebtedness of $1,500,000 has been removed from the church, which is miracu-lous in our eyes. What Pres. Cannon has said in relation to carrying the gospel to the nations is true, and I know of nothing to stand in the way of it. "I am with you, brethren, heart and soul." Chri

Apostle Brigham Young made brief remarks and said that the brethren of the Twelve were in perfect accord with one another and in harmony with the First Presidency, and were ready and willing at a moment's notice to go anywhere on earth. They held themselves subject to the direction of the Presidency. President Cannon said that he thought the Twelve had accomplished a great and glorious work in stirring up the people on the question of tithing. (1)

[Apostle Rudger Clawson] I left for Ogden to attend the monthly priesthood meeting of the Weber Stake .... spoke strongly upon the law of tithing with respect to non-tithe-payers, showing that the obligation to visit and convert them rested upon bishops of wards, and that that responsibility is shifted from the First Presidency and Twelve. At the close of the meeting, I distributed some non-tithe-payers blank sheets to the bishops and asked them to make a report on or before Oct. 1st, 1900. (1)

[Apostle Rudger Clawson] Apostle Reed Smoot called attention to the fact that the presidency and high council of the Utah Stake had made a distribution of the 10% tithing set apart as compensation to the bishops, and bishops' clerks, and stake tithing clerks, and that out of the distribution a small margin was reserved to meet some of the stake expenses, such as janitor hire and electric lighting for the stake tabernacle, and sundry other church items. The distribution, he said, was entirely satisfactory to the bishops and all others concerned. Bishop W. B. Preston, the presiding bishop, he remarked, objected to this arrangement, taking the position that the entire 10% should go to the bishops. While no formal vote was taken, it seemed to be the mind of the Presidency and brethren, that the presidency of a stake and high council had ample authority to make the distribution of the said 10%, and that if their action was accepted by the general authorities of the stake, it shoul

[Apostle Rudger Clawson] Some discussion was indulged in regarding non-tithe-payers, and it was suggested by Pres. Cannon that men holding the priesthood who do not pay tithing should be handled in their quorums, and if they did not repent and honor this law, they should be dropped from the quorum, as in his opinion a man who rejected this law was certainly not worthy to hold a standing in a quorum of the priesthood. Also, he thought quorums should adopt a rule requiring the attendance of their members, and an absence from three or four meetings without a proper excuse should be considered sufficient cause for dropping his name from the roll. It was conceded by all present that the suggestions were very good, and it would be well to take them as a text in visiting the various conferences. In regard to some members of the church who were reported up as not believing in the principle of tithing, Pres. Cannon remarked that a man who did not believe in the law was not worthy to
hold the priesthood. (1)

[Apollos G.] Driggs of Sugar House Ward be released and Millen Atwood [be] appointed in his stead. He said that Bp. Driggs had neglected the law of tithing and was quite delinquent in other respects. Recommendation approved. (1)

[Apostle Rudger Clawson] Jno. Kirkman, high councillor and clerk at the tithing office, spoke briefly and said that the payment of tithes and offerings was increasing every month. Many young people were beginning to pay tithing. (1)

[Apostle Rudger Clawson] Pres. W. H. Smart of the Eastern States Mission raised a question by letter in relation to the payment of tithing by the elders in the mission field. It was the sense of the meeting that means sent to elders from home, and which had already been tithed, should not be tithed again (except upon request of the elder) but that all other means received by them should be tithed. Benediction by Elder J. W. Taylor. (1)

[Apostle Rudger Clawson] Pres. G. Q. Cannon showed how the saints had been blessed by paying their tithing. If a man makes $10.00 and pays $1.00 tithing, the other $9.00 will go as far as the $10.00 would have gone if he had not paid his tithing, and further. Those who pay tithing will not apostatize. If we desire celestial glory, we must obey the laws of the celestial kingdom. We must be willing to do all thingsâ€"to make every sacrifice. ... (1)

[Apostle Rudger Clawson] I asked if it would be proper for the president of a mission to require an elder to pay tithing on money received from home and which had already been tithed. [Apostle John Henry Smith] At 10 a.m. Brigham Young, myself, George Teasdale, Heber J. Grant, John W. Taylor, Anthon H. Lund, Matthias F. Cowley, Rudger Clawson and Reed Smoot met in council at the Temple. We talked over Tithing matters and concluded we were a unit. (1)

[Apostle Rudger Clawson] There was some discussion upon the question as to just what members of the church should be listed as tithe-payers. It was the unanimous view of the brethren that wage earners, producers, and interest receivers should [be] include[d] and [this] covers all who ought to pay tithingâ€"although others may be permitted to do so. ... Said that the building cost about $5300, and the work was carried on during the years 1898 and 1899, and submitted the following report of tithing paid in that ward to show that the tithing was not lessened by reason of this accomplishment: tithing paid in 1896, [blank]; tithing paid in 1897, [blank]; tithing paid in 1898, [blank]; tithing paid in 1899, [blank]. Large number of missionaries from the Wasatch Stake in the field. The saloon evil. ... R. S[moot]. Expressed a desire to magnify the office of an apostle. The great evil existing in the world and to some extent among our people of restricting and limiting by unlawful means the number of children in our families; warned the saints against the practice. The evil growing out of club life and secret societies. Word of wisdom. Virtue among the Jews. The judgments of God being poured out upon the nations. Tithing. ... 4 p.m. Priesthood meeting, Pres. Hatch presiding. Apostle Reed Smoot took up the question of non-tithe-payers. Said that the duty o
f visiting and converting non-tithe-payers rests upon the bishopric of the wards. Gave some important instructions upon the matter of tithe-paying. R. C[lawson]. I made remarks upon the same subject and suggested that it be the duty of the bishop and one or both of his counselors to visit and convert, if possible, each non-tithe-payer. ... Meeting of the priesthood and brethren to be set apart. Remarks were made by Pres. Hatch, Reed Smoot, and myself in relation to the members of the high council and alternates keeping the word of wisdom and paying tithing. We all felt they should do so or resign. [Apostle Rudger Clawson] Apostle Brigham Young questioned him in relation to the principle of tithing, and Elder Smoot said he was willing to be judged by his tithing record. Apostle Young further said to Brother Smoot, "Nothing must interfere with your duty as an apostle. You must be willing, humble, and obedient as a child. This was the charge given to me. I felt that everything that pertained to my power of life was subject to this calling." (2)

[Apostle John Henry Smith] Lorenzo Snow, George Q. Cannon, Heber J. Grant, Francis M. Lyman, George Teasdale, and Wm. B. Preston spoke upon the law of tithing. (1)

[Apostle Rudger Clawson] privilege should only be given to those who have been tried and tested, being full of integrity and not likely to fall away. In reference to non-tithe-payers, he said we cannot receive them into our temples; and if bishops send people to the temple who have not paid tithing and we find it out, we will send them back and have the bishops reported. Said that the land of Zion could only be sanctified by the paying of tithing. ... I made remarks on the subject of record keeping and the new forms of ward records and recommend blanks; also upon the subject of "Record Day." Apostle Teasdale said a few words in relation to the book of non-tithe-payers. Apostle Lyman spoke briefly on the matter of record keeping. Bp. [William B.] Preston remarked that there were some errors in the book of non-tithe-payers, and, therefore, the list would be sent back to the bishops for revision and correction, and that proper reasons might be set forth why people did not pay t

[Anthony W. Ivins] - Conference convened at 10 A. M. Singing. Reed Smoot was sustained as an Apostle to fill the vacancy caused by the death of F. D. Richards. Pres. Geo. Q. Cannon said: "To me Joseph Smith was a perfect man. I regarded Brigham Young in the same light. "Pres. Snow told the Priesthood Meeting: "This Church must have a revenue of millions. What for? To buy up the land of Zion. It must be obtained by purchase. The time is near when each man will have all the wealth he disires. We have $36000.00 less interest to pay than we had 9 months ago." At the Priesthood Meeting Pres. Cannon said: "The Brig. Young Monument Fund has become a burden & I do not approve of it. If the people pay their tithing they do well & church authorities should not be used to collect funds for special purposes. If people desire to untie for a special purpose it is all right but unless it is a move in general interest of the Church it should not be placed upon the people." (1)

[Apostle John Henry Smith] Prest. Lorenzo Snow spoke on non-tithe payers. He exhibited a book in which he said ten thousand names were recorded who claimed standing in the church but paid no tithes. (2)

[Apostle Rudger Clawson] The speakers were Pres L. Snow, Bp. [William B.] Preston, and Pres. G. Q. Cannon. Topics treated. Pres. Snow. Dwelt upon the law of tithing. Referred to a large book which he exhibited to view containing the names of the non-tithe-payers of the church, amounting to 10,000 in number. Spoke very pointedly and forcibly in relation to the book and thought it showed a very serious and lamentable condition, notwithstanding the great improvement made during the past year. It was estimated, he said, that there were 30,000 non-tithe-payers in 1898. Felt that, if the authorities in the stakes had done their duty in bringing the matter to the attention of the people more fully, the showing would have been very differentâ€"perhaps there would have been not more than half the non-tithe-payers here exhibited. Said the matter of paying tithing was very important, as among other things the redemption of Zion (namely, Jackson County) would be brought about by purchase
with the tithes of the people. ... In order to improve and correct conditions as they exist at present, had concluded to divide up the 42 stakes of Zion among the Twelve and make them responsible to look into the matter of tithe-paying. Spoke of the greatness and importance of the calling of a bishop. ... Bp. Preston made brief remarks and spoke of the neglect of teachers and priests in carrying this law to the people. Elders in Israel who fail to pay tithing are not worthy to hold the priesthood. ... Pres. G. Q. Cannon thought the showing made a dreadful one. He felt that the paying of tithes as essential as the laying on of hands or in fact as any other principle of the gospel. Men who have no means should have the privilege of paying their tithing in laborâ€"namely, by giving one day in ten. (3)

[Apostle Rudger Clawson] A letter from the Presiding Bishopric was read. They complained of the manner in which the tithes of the Eagar Ward, St. Johns Stake, had been handled by Bp. [George H.] Crosby. Brother Crosby had moved away from that ward, and he had been talked of for bishop in another stake. The matter was referred to Apostle F. M. Lyman. ... Apostle J. H. Smith reported his visit to the Fremont Stake. Said the high council of the Fremont Stake was released and reorganized. The change was made necessary owing to the status of some of its members. A number of the council was in the habit of getting drunk; others neglected the law of tithing. Two of the old council were brought in again. ... I called attention to the fact that the free-will offerings at the Salt Lake Temple for the year 1898 amounted to $5807.25, and for the year 1899, $6856.83; that the total membership of the church in the stakes of the temple district was 78,915. The amount contributed per capi
ta was, therefore, between 8c and 9c per year. I thought this a poor showing and suggested that there were a great many who would contribute if the matter was properly brought to their attention. It seemed to be the mind of the brethren that it would be better to preach up tithing rather than to make an effort in the direction of the free-will offerings to the temple. Pres. Snow stated that there were 10,000 non-tithe-payers in 1899. The apostles should take up this matter in the stakes. It was reported that there were 30,000 non-tithe-payers in 1898. The number of tithe-payers in 1899 were 62,000. (1)

[Apostle Rudger Clawson] Apostle A. H. Lund said he had been among the saints a great deal of late and had noticed an improvement. Spoke upon the subject of tithing and deprecated the fact that there were so many non-tithe-payers. Thought the authorities of the church should be stricter in relation to this law. Believed the dividing up of large stakes productive of good. Remarked that there was too much laxity on the part of the authorities of the church, he thought, with respect to the question of morality. (1)

[Apostle Rudger Clawson] Tithing on hand Feb. 1st, 1899 ... Tithing rec[eive]d for year 1899 ... Tithing on hand Feb. 1st, 1900 ... Tithing received for 1899 ... Pres. Snow made some remarks upon the subject of tithing, showing the necessity of keeping the people stirred up. Was gratified with the improved financial condition of the church. Felt that the brethren of the apostles should take an increased active interest in the administration of the affairs of in [sic] the stakes of Zion. Men should be sought after who are fully devoted to the work of God, and steps should be taken that the saints may not suffer for lack of proper attention. A general discussion of how best to bring the principle of tithing before the people in the stakes was indulged in. ... Pres. Cannon referred to the Cache Stake and said that its record for tithing paid in 1899 was very poor. Apostle Merrill said in reply that it was due, he thought, to the fact that the crops in 1899 were much smaller
than in 1898. (1)

President Snow is perhaps best known for his success in relieving the Church's heavy indebtedness. His 1899 retrenchment stopped borrowing for investments, consolidated debts in a million-dollar bond issue, sold controlling interest in many operations, and launched a major reemphasis on tithing. Though he did not live to see the Church debt-free, he was responsible for the financial undertakings which ultimately restored Church solvency. (1)

[Apostle Rudger Clawson] The meeting was held at the tithing office at 10 a.m., a majority of the stock being represented, namely, 111 shares. Lorenzo Snow was elected chairman, and I, secretary of the meeting. As secretary for the year 1899, I submitted my report for the six months ending Dec. 31st, showing a net profit of $1850. A dividend of 5% was declaredâ€"namely $1000â€"and $600 was passed to the real estate account for wear and tear and general depreciation of the property. The following were elected directors for the year 1900: Lorenzo Snow, A. Madsen, J. L. Edwards, Jas. Nelson, John Crawford, and myself. At a later meeting Lorenzo Snow was elected president of the board of directors, Jno. L. Edwards, vice president, myself, secretary and treasurer, and Jas. Nelson, mgr. (2)

[Apostle Marriner W. Merrill] Tuesday. Richmond. I received word from President Snow to be in Salt Lake City tomorrow to attend an important meeting with the First Presidency at 10 a. m. I left by buggy for Logan at 10 a. m. after arranging for putting up some stoves in my new house on Meadow Farm ready for my family when they come from Franklin on Thursday, February 22nd, 1900. It snowed hard this morning. On arriving in Logan and before I left for Salt Lake I bought 50 yards of homemade carpet from the Tithing Office to be sent to my new house on Meadow Farm, Richmond, for $23.80 coupons (50c for 26 yards and 45c for 24 yards). [Apostle Rudger Clawson] Apostle Grant and myself reported our visit to Arizona and Mexico. In order that the brethren might have a clear understanding of the situation, I read from my journal. Brother Grant and myself both strongly recommended that some assistance be rendered to the people of St. Johns. After some discussion it was unanimously decided that one half of the tithing paid in that stake for the year 1900â€"approximately $4500.00â€"be appropriated to assist them. Benediction by F. M. Lyman. (2)

[Apostle Rudger Clawson] F. M. L[yman]. The ordination of a bishop; to set apart alone is not sufficient, but a man to be a bishop must be ordained to that office. Tithing. The evil of indebtedness. Advised the saints to get out of debt and then to keep out of debt. Children should be blessed under the direction and approval of the bishop, whether at home or in the fast meeting. Men who are called away on missions to be gone two or three years should lay their hands on the heads of their wives and children and bless them. (2)

Caine, suggesting that the latter be appointed stake tithing clerk of the Cache Stake, to succeed the present clerk, who purposes to resign. Action on these two cases was deferred for the present. Prayer by President Lorenzo Snow. (1)

[Apostle Rudger Clawson] Bp. Zundel seemed to feel that he was entitled to know the exact cause for asking his resignation. Pres. Snow, thereupon, called upon me to make a statement. I complied by saying that the Willard Ward was not up to the standard of the other wards of the stake; that the tithing was not properly looked after; that, speaking of tithing, the presidency of the stake a year or two ago called Bp. Zundel and counselors together and stated clearly and strongly that the tithing was not properly cared for and demanded stricter attention to this matter, but no improvement had since been made; that the Willard Ward, the largest in the stake, paid less tithing than the Brigham City 4th Wardâ€"a ward of widows and orphans; that Willard was always slack in meeting the apportionments made by the Presidency of the church and the presidency of the stake (which Bp. Zundel now admitted); that aside from the matters herein specified, many complaints concerning the bishop'
s neglect had come to the
presidency of the stake from the people of the ward; that Bp. Zundel's counselors had threatened to resign because of the unsatisfactory condition of affairs. Brother Chas. Kelly endorsed my statement as being correct.
Bp. Zundel said he was willing to do anything Pres. Snow desired and, if his resignation was wanted, it would be forthcoming, but he was now taken by surprise and, therefore, asked a few days for consideration. Granted. ... (1)

[Apostle Rudger Clawson] Salt Lake City. Clear and cool. 7 a.m. Took train for Brigham City, arriving at 9 a.m. During the forenoon attended to some matters pertaining to the mill and insurance business. Also called at the tithing office and paid in some tithing. ... 4 p.m. Meeting of the high council at the tithing office, Pres. Chas. Kelly presiding. The case of H. W. Harris vs. A. H. Snow, which by the consent of the high council and agreement of both parties was submitted to arbitration, came up for final action. Brother H. W. Harris stated in a letter to the council that he would not abide the decision of the arbitration, which was to the effect that A. H. Snow pay him $147.00, and asking for a rehearing. (1)

[Apostle Rudger Clawson] President Snow said that he was not disturbed in his feelings over the present situation, but felt perfectly calm. Thought we should do what we could in wisdom to forestall threatened evils. Read from the revelation on tithing, showing that the land of Zion could only be sanctified for the saints in keeping the commandments and statutes of the Lord by the observance of that law. The saints were now doing better than heretofore. One third more tithing has been paid during the past 5 months than during the same period last year. If the saints continue in a more faithful observance of this duty, the Lord will not permit our enemies to bring evil upon usâ€"only so far as it will accomplish His purposes. And if a constitutional amendment were passed, it would only be in the providence of the Lord. In view of the fact that the News is enjoying a season of unexampled prosperity under the editorial management of C. W. Penrose and business management of H[orac

[Apostle Rudger Clawson] I expressed the opinion that the recent excellent instructions and teachings given on the principle of tithing be followed up with some definite action, and suggested that the brethren in visiting the conferences should call the bishopric[s] of the wards together and give them some special instructionsâ€"especially in regard to visiting members of their wards who were slack in the payment of tithes or were non-tithepayers, and seek in [a] private way to convert them to the principle. The idea was approved by the brethren. (2)

Salt Lake Theater; would prefer that the church do not buy it, as it is so difficult to control the character of performances given there, and the church would many times be exposed to adverse criticism. Hoped Brother Grant would see his way clear to hold the property. ... The speakers were Apostles A. O. Woodruff, R. Clawson, and J. H. Smith. Topics treated. A. O. W[oodruff]. Dividing the Salt Lake Stake; was in favor of it. Also favored the purchase of the Salt Lake Theater by the church. Colonizing the Big Horn country. Tithing. (2)

[Apostle Rudger Clawson] The tables were then spread with bread and wine, and the Lord's Supper was partaken of, Pres. Cannon being mouth in asking the blessing. We had a very enjoyable time together. During the time we were at the table several topics were discussed. It was decided that there were three subjects that ought to be treated in the general conference; namely, tithing, morality, and amusements. (2)

Prayer by Joseph E. Taylor. The sacrament was administered. Prest. George Q. Cannon spoke on Zions growth and mens duty to their families. Heber J. Grant, LeRoy Snow, J. Golden Kimball and Prest. Lorenzo Snow spoke upon the law of tithing. (1)

[Apostle Rudger Clawson] A letter from Apostle Lyman informed the brethren that he had attended the Panguitch Stake Conference, which was well attended. He spoke upon the law of tithing, he said, and enjoyed great freedom of speech. (2)

[Apostle Rudger Clawson] The speakers were Pres. Lorenzo Snow and Bp. Wm. B. Preston. Topics treated: Dealings of the Lord with the children of Israel. Marriage among the children of Israel. Consecration. Tithing. Among other things Pres. Snow said, "The land must be sanctified by the payment of tithing." The Latter-day Saints owe millions of dollars in tithing, which they never can pay. Promised the people in the name of the Lord, if they would pay their tithing from now on, that the Lord would forgive them for their past remissness, and their indebtedness for tithing would be blotted out. Submitted the following figures to show that there had been an improvement in the payment of cash tithes during the past few months: during the months of June, July, August, and Sept. 1899 [1898] $66,000.00 was paid, and in the same months of 1899 to Sep. 10, $137,000.00 was paid. [Apostle Rudger Clawson] Speaking of the San Pete Stake, Pres. Snow said that he was surprised to learn that the saints there were very much behind in tithe-payingâ€"not more than 25% was being paid by them. Apostle Lund remarked that the sheep men of San Peteâ€"and there were many of themâ€"feel cold toward the church and pay but little tithing. Pres. Cannon asked if that were not the case with most of the sheep men of the church. The brethren thought it was. (2)

[Apostle Rudger Clawson] A letter from Bp. Lunford [George Mumford], Beaver, was read. He wanted information respecting certain remarks on tithing, made by Bp. Preston at the Solemn Assembly, wherein he stated that if a man pays tithing on 10 loads of hay, [and if] afterwards the hay he retains rises in value, he owes tithing on the increased valuation.

After some discussion it was decided to answer his letter by saying that only one tenth would be required, and as to any increase in valuation and tithing thereon, it would be a matter for his own conscience to determine.

... The clerk read a letter from Elder Geo. Parkinson, pres. of the Oneida Stake, in which he explained that immediately following the Solemn Assembly, the presidency of the Oneida Stake and high council were called together and by a rising vote agreed to accept the counsel of Pres. Snow in regard to the principle of tithing. Later the presidency of the stake, high council, and presiding authorities of the
stake met and took the same action with uplifted hands. He looked, he said, for good results. ... A letter from Bp. [John O.] Freckleton, Eureka, was read. He said that a certain brother in his ward was willing to act as janitor, if he could have credit for same on the books as labor tithing.

It was moved and carried that it be not admitted as a precedent, but in all cases of this character the matter be referred to the president of the Church.

... Stake conferences: Pres. Snow, F. M. Lyman, and Geo. Teasdale to Utah Stake. Alluding to the matter of tithing Pres. Snow said, our financial salvation depends upon our success in getting the people to accept the counsel given in relation to tithing. Pres. Cannon said that was the reason he was anxious that Bp. Preston's remarks be properly explained that no intricate questions should arise. Pres. Snow also felt, he said, that all questions leading to complications should be avoided. (1)

[Apostle John Henry Smith] 2 p.m. Prayer by Joseph E. Taylor. Lorenzo Snow, Wm. B. Preston, Heber J. Grant, Rudger Clawson and J. Golden Kimball, L. S. Pond all spoke on the subject of the payment of tithes. (2)

[Apostle Rudger Clawson] 2 p.m. Meeting called to order by Pres. Pond. Pres. Snow said that the Lord had shown him that the people of His Church must wake up and obey the law of tithing, or calamities would come upon them. Read the revelation on tithing and made some remarks upon it. "I say to you in the name of the Lord," he said, "if you will pay your tithing in full, the Lord will forgive you for your disobedience in the past." (1)

[Apostle Rudger Clawson] The following brethren spoke briefly: Pres. F. D. Richards, Apostles F. M. Lyman, Geo. Teasdale. Besides testifying of their good feelings towards the First Presidency and their brethren of the Twelve, they dwelt somewhat upon the law of tithing and plural marriage. Meeting [adjourned] until 2 p.m. ... Apostle Merrill spoke upon the subject of tithing. Said if the saints would pay their tithing the Church would soon be out of debt. The Church once had plenty of money and would see that day again. The Lord is going to open up the way for the Church to get out of debt. Predicted that the time would never be in this Church when children from plural marriages will not be born. Said he believed that the First Presidency had a right to counsel him in all things, both spiritual and temporal. ... Apostle A. H. Lund made brief remarks. Apostle Cowley spoke upon the law of tithing in brief. Also said he felt in his heart that the day is not far distant when
the Lord will clean out Jackson County and open up the way for the redemption of Zion. ... Apostle A. O. Woodruff spoke of his devotion to the work of God. Also referred to the subject of tithing. Had noticed, he said, one brother in attendance at the Solemn Assembly in the temple, who was a non-tithe-payer, and felt he ought not to have been permitted there. Benediction by myself. (1)

[Apostle Rudger Clawson] Pres. Richards made a few remarks respecting the authority pertaining to a high council of a stake and the First Presidency. I spoke briefly saying that I was in full accord with the Presidency and my brethren of the Twelve. Spoke of tithing and building meeting houses as a test of men's faith. (1)

[Apostle Rudger Clawson] Some discussion was indulged in with reference to the payment of tithesâ€"that is, as to the percentage. At 11:00 a.m. the First Presidency came in; also, by invitation, the First Seven Presidents of Seventies. ... The President made brief remarks, saying that he was pleased to have the First Seven Presidents to come in and meet with us. I know that the Lord has revealed to me, said he, that it is our duty to stir up the people to pay their tithing. If this law is not observed, the Church cannot stand. Some discussion followed on the interpretation of the law of tithing. (1)

[Apostle Rudger Clawson] Pres. Snow said that he was over 85 years of age and that the little children before him, if they would do right, could live to be 85, 95, 100 years and longer. Advised them to pay tithing on all money they received. ... Pres. Snow was the first speaker and dwelt at some length upon the principle of tithing. Also spoke of the law of consecration and said that sooner or laterâ€"not today or tomorrowâ€"we would have to observe that law. If it had been observed by the people of Jackson County from that day to this, we would now have power over the nations and would be the richest community on earth. There would not be a poor man or woman in the Church. The Church will never get out of debt, the Lord will not allow us to get out of debt, unless we pay a proper tithing. I say to you in the name of the Lord God of Israel that He will not let us pass along in relation to that law as we have done without bringing trouble upon us. If I were going to my death
within an hour, I would leave with you as my dying testimony that which I have said to you. Pres. Snow spoke 53 minutes. I took dinner with Jos. Thurber, who was incarcerated in the penitentiary at the time I was serving my sentence there. ... 2 p.m. Meeting called to order by Pres. Seegmiller. Pres. J. F. Smith followed and spoke in complimentary terms of the new tabernacle. Spoke of the great change and improvement that had taken place in the Sevier Stake in the last 30 years. In speaking of the righteous and the wicked, showed how the former would be blessed and the latter, destroyed. Exhorted the saints to pay their tithing and be blessed. Read from Sec. 82, D.&C., and spoke powerfully. Endorsed the statement of Pres. Snow, wherein he said that the Lord will forgive us for our past neglect of tithing in the past, if we will pay our tithing in the future. ... Apostle F. M. Lyman spoke powerfully upon the subject of tithing. Pres. Cannon spoke and said he hoped the peop
le would receive the word of the Lord as delivered to us through Pres. Snow. Dwelt upon the principle of tithing and bore testimony that it was from God. (1)

A solemn assembly was held in the Salt Lake Temple, attended by the Church's 26 General Authorities, presidencies of the 40 stakes, and bishops of the 478 wards of the Church. The assembly accepted the resolution that tithing is the "word and will of the Lord unto us." (1)

Following Lorenzo Snow's May 8 revelation on tithing, General Authorities and stake and ward leaders gather for a solemn assembly held in the Salt Lake Temple and resolve to accept and keep the law of tithing as a commandment of the Lord. (2)

-- Jul 2, 1899
[Henry Ballard] Pres. Snow then stated the object of the meeting, namely the law of tithing which had been so much neglected in the past by this people which the Lord was now requiring them to observe, but was willing to forgive the past neglect. Pres. Snow read 106 sec. in D. & C., also 85 sec., made some comments upon them; said the Saints would be called to Jackson Co., in 10 or 15 years to build up the Center Stake of Zion; also read 119 sec. in D & C explaining what the Lord wanted as a tithing. Said that in 12 years we had robbed the Lord $10,000,000, read 86 sec. in D & C commencing at 6 verse. Presiding Bp. Wm. B. Preston spoke, said one-quarter of the L.D.S. did not pay their tithing; said they cut themselves off from the Church and their names should not be found upon its records. Apostle John H. Smith said missionaries should not baptize new members without first teaching them the law of tithing and sacrifice. Apostle M. F. Lyman said Bishops should bear the burden
of the word of the Lord to the people. It is too much for the Presidency and Apostles. Said tithing is not enough alone, but we should obey this law first; said the time had come when people wishing to get their blessings in the House of the Lord must comply with that law before getting a recommend to get the blessing. They must go upon their merits the same as earning the money before making a purchase. The Holy City will be built by the law of consecration. Prepare yourselves for the redemption of Zion and the Coming of the Son of Man. (3)

[Apostle Rudger Clawson] I spent the day in getting out a statement of the revenue and expenses of the Church for the year 1898. In round numbers the revenue amounted to about $837,000.00, and the expenses, to $514,000.00, leaving a margin of about $323,000.00. The revenue is chiefly derived from tithing, $22,000.00 is derived from dividend-paying stocks, and $2,000.00 from rents. (4)

[Apostle Rudger Clawson] I made remarks expressing great satisfaction with the new meeting house in which we were assembled. Gave as a reason for the accomplishment of this great work, the faithfulness of the people in observing the law of tithing. Referred to Bp. Jensen as being a priesthood man willing to take counsel, and when he got word from the presidency of the stake to go ahead and build a new meeting house, he accepted it, and you see the result. ... 2 p.m. Pres. Snow made remarks. Spoke of the great and varied experience we had passed through since embracing the gospel, and took it for granted that none present would like to go back and pass through those things again. Said if the saints would get out of debt, keep the commandments of God, control their amusements, and pay their tithing, it would not hurt his feelings at all to hear that they had erected a theatre in this ward for amusements. Under proper control amusements were acceptable to the Lord. Asked God to
bless the people of Bear River City and told them not to be discouraged. Spoke of tithing and said the saints were driven from Jackson County because they failed to obey the law of consecration. The saints are now under the law of tithing. The same fate will follow you and me and the Church, if we fail to obey the law of tithing. It is because of your faithfulness in observing this law that you have been so abundantly blessed in obtaining this new meeting house. (4)

Snow said that he had been impressed to call the presidents of stakes and bishops of wards throughout Zion to meet in the temple, fast day, July 2nd, 1899, and there present to them the law of tithing. He wished to know, he said, how the brethren felt in relation to the matter. Apostles J. H. Smith, Geo. Teasdale, A. H. Lund, M. F. Cowley, and myself made remarks favoring the idea. It was moved by myself that the meeting be held, July 2nd, in accordance with Pres. Snow's suggestion, and that the following authorities be invited to attend: First Presidency, Twelve, First Seven Presidents, Patriarch, presidents of stakes and counselors, and bishops of wards. Carried. (1)

[Apostle Rudger Clawson] 2 p.m. Moroni Ward, bishop of Washakie Indian Ward, reported the condition of the Indians under his charge. There are some of the Indians, he said, who are faithful in the performance of every duty, others there are who are careless and indifferent. They have a Relief Society and a Sunday School, and a number have received the priesthood of an elder. The Indian, he said, is naturally very suspicious, but when he is treated right by his white brother, is strong in his friendships. Apostle A. O. Woodruff followed and dwelt at length upon the law of tithing. (1)

[Apostle Rudger Clawson] Pres. Snow said that the meeting called for next Sunday at the temple would be a very important one, if not the most important we have had for years. It is to be called a Solemn Assembly and surely will be one. We calculate to partake of the sacrament at one o'clock, and about 4 p.m. break our fast in the assembly room of the temple. The meetings will be held in the Celestial and Terrestrial Rooms. The object to be accomplished is twofold, namely, to get those who attend the meeting to pay a full tithing, and through them, to get those over whom they preside to do the same. I know the brethren feel impressed with the importance of this meeting, and I want you to pray for the Spirit to rest upon all who attend. There will be no time for long sermons, but we want to hear from the Presidency, the Twelve, the Seven Presidents, and very briefly from the presidents of stakes. I will keep the time. (1)

[Apostle Rudger Clawson] Pres. Snow said, it may seem strange, your being called together, but when you understand the object of the meeting you will understand the importance of it. Read Section 104 and a portion of Section 85, D.&C. Said that if the brethren present lived 10, 15, or 20 years, or perhaps less, they would go back to Jackson County. The time for returning to Jackson County is much nearer than many suppose and it is the faithful that would be selected to go and they will be required to accept the United Order. Read of the troubles and curses that are visited upon apostates. Said he would tell us what the Lord requires of us today. Read Section 119, D.[&]C. Talked upon the subject of tithing. If the people, he said, had paid an honest tithing for the past year, we would have received $1,000,000.00 more than we did receive, and if a full tithing had been paid for the past 12 years, we would have received $10,000,000.00 more than we did receive. Bp. Preston says,
and the books prove it, ... that only about a 50% tithing is paid. A half tithing or a third tithing is no tithing at all, but simply an offering. If we do not observe this law, we have no promise that we shall remain in this land an hour. Said that while visiting in St. George on his recent trip, the Lord revealed to him what counsel he should impart to the people, and the word of the Lord was that the Saints should pay their tithing. Trouble has come upon the people. In the south stock is dying off and crops are drying up, and in the north crops were partially destroyed by frost. An effort is being made to influence the Government to disfranchise the Latter-day Saints by a constitutional amendment. How far this is due to the disobedience of our people in observing the law of tithing, I do not know, but the saints are certainly under condemnation. ... Bp. Preston followed. So far as he could ascertain, he said, there is about one-fourth of the saints that pay no tithing
at all, while the average tithing paid by those that do pay is not more than 50%, and many fall below that percentage. ... The following brethren spoke briefly but strongly upon the subject of tithing: Apostles A. O. Woodruff, F. D. Richards, B. Young, Jr., R. Clawson, M. W. Merrill, A. H. Lund, and H. J. Grant. ... President Snow read Sec. 86, Book of D.&C. Said, we are the sons and daughters of God, and descendants of the prophets and apostles. Said, the Lord has forgiven us for our carelessness in paying our tithing in the past, but he will forgive us no longerâ€"and if we do not obey this law, we will be scattered as were the saints in Jackson County, and this by reason of the knowledge we have attained to. What I say is as true as God lives. We must teach the people this law of tithingâ€"first by paying tithing ourselves. Just as sure as we live, if we do not honor the law of tithing, we will never possess the land of Jackson County, except it be by the shedding of bl
ood, but it will not be by the shedding of blood because you will listen to my voice and the voice of my brethren. We are the sons of the prophets and the sons of God. The Lord will not send hornets to drive the people out of Jackson County, as he promised to drive the people out of the land of promise before the ... Apostle M. F. Cowley made brief remarks upon the law of tithing. ... At about 5 o'clock meeting was resumed in the Celestial and Terrestrial Rooms. Instructive remarks were made by the following brethren upon the law of tithing: LeRoi Snow, Apostle Geo. Teasdale and Pres. Jos. F. Smith. The latter, in speaking of tithing, said, the books should record not only what we do, but what we ought to have done and did not do. A man is in a poor business as president or bishop of a ward who says to the people, do as you ought to do, not as I do. The poor of a wardâ€"widows and orphansâ€"all should pay their tithing. Pres. Smith was followed by Apostles Smith and Lyman
, who also dwelt upon the law of tithing. ... Pres. Geo. Q. Cannon also spoke upon the law of tithing. Among other things [he] said, "there are those in this audience who are descendants of the old 12 Apostles and, shall I say it, yes, descendants of the Savior himself. His seed is represented in this body of men." ... Pres. Snow made closing remarks. Said he hoped the brethren would take the spirit of these meetings home with them and impart the same to the people. A resolution to the effect that the brethren present would accept the law of tithing, obey it themselves, and teach it to the people was adopted by a rising vote with uplifted hands. Pres. Snow then led in the Sacred Shout, and the meeting came to a close. (1)

President Lorenzo Snow received revelation in St. George prompting him to emphasize tithing (see D&C 119). (1)

Lorenzo Snow's revelation at St. George on necessity for church members to pay full 10 percent tithing, which conference votes to accept on May 30. Tithing is now on annual income only. However, individual general authorities and local leaders continue to differ about whether tithing should be on gross or net income. Text of revelation is part of his published sermon but never canonized by addition to D&C. (2)

[Apostle Rudger Clawson] 2 p.m. Afternoon session of officers meeting of Y.M.M.I.A., Pres. Lorenzo Snow presiding. Pres. Lorenzo Snow said, we are going to visit you in your stakes and tell you what the Lord has put in our hearts to tell you. Spoke upon the law of tithing, and said, if we don't obey it, this will not be a land of Zion to us. We don't half obey it. If the saints had paid an honest tithing during the past two years, there would be a million dollars in the treasury of the Church that is not there now. It is a question, he said, whether people who don't pay an honest tithing are entitled to go into the temple and receive blessings there. In conclusion he invoked the blessings of the Lord upon the young men present. (3)

[Apostle Rudger Clawson] 10 a.m. Second day of Salt Lake Stake Conference at the assembly hall, general priesthood meeting. Prest. Snow was the first speaker. Read from Section 85, Book of Covenants, bearing upon the law of tithing, also from Section 101. Said we have come here today to tell you exactly what the Lord expects of you and me with reference to the law of tithing. Speaking of the saints in Jackson County, said that God made certain promises to themâ€"namely, to bless and multiply them in that land, if they would observe to keep the law of consecration, but they failed to do it and God permitted their enemies to drive them out. Had they observed to keep His law, the Latter-day Saints would be the wealthiest community on the earth today. Said, "Brethren, you and I will never be called to go to Jackson County until we shall be willing to accept the law of consecration. After the people had failed in keeping this law, they were placed under another law, namely, that
of tithing, and we are now ... under that law."^1 He then read the revelation on tithing from the Book of Covenants. Not more than 50% of the tithing has been paid, said he, and also further remarked that, if a full tithing had been paid during the past year, there would be $1,000,000.00 in the treasury that is not there now. He said, "A part of a tithing is no tithing at all, any more than baptizing half the body constitutes a baptism. It is now time for the people to wake up and do their duty in this matter." Prest. Jos. F. Smith also spoke upon the law of consecration and tithing. (3)

[Apostle Rudger Clawson] Apostle F. M. Lyman in brief remarks said the way would open up for the relief of the brethren from financial embarrassment and also that the Church would be relieved. Said he felt that there was going to be a great change in the financial condition of the Church. The stand that Pres. Snow is taking is the beginning of a great revolution. It will be but a little time when we may look for an increase of faith in the hearts of all. There will be an increase in the tithing. A wonderful change is coming. (1)

[Apostle Rudger Clawson] Apostle J. H. Smith urged the presidents of stakes to meet the apportionment for Brigham Young Monument Fund as soon as possible. The following question was asked: "If a man doesn't believe in the law of tithing, and doesn't pay tithing, what shall be done with him?" Apostle F. M. Lyman answered the question by saying: "If he is a good man in every other respect, continue to labor with him. Perchance he may be converted." ... Apostle H. J. Grant said: In the case of a pres. of a stake, or high councillor, or bishop, or counselor, who did not pay tithing, they should be released. Asked if he gave that as counsel, he said, "No. I give it as my opinion, but if I am wrong the First Presidency are here to correct me." (1)

[Finances] Speaking at a conference in St. George, Lorenzo Snow delivers a landmark address counseling church members to be strictly observant of the law of tithing. The renewed commitment to tithing was formalized on July 2, at a solemn assembly in the Salt Lake Temple, where the general authorities, stake presidencies and bishops of the church affirmed that the law of tithing is "the word and will of the Lord unto us." At a conference in St. George, Utah, President Lorenzo Snow announces a renewed emphasis on the payment of tithing, which members have been neglecting for some time, stating, "The time has now come for every Latter-day Saint . . . to do the will of the Lord and pay his tithing in full" (in James R. Clark, Messages of the First Presidency, 3:312). (3)

While many were doing their duty, some fail. 145 families in ward, total number of souls 703. Tithing paid in 1898â€"$2288.09. (2)

Lorenzo Snow was sustained LDS Church president on 13 September 1898. With the church in severe financial circumstances, Snow reaffirmed the members' responsibility to pay a ten-percent tithe. The fifth LDS prophet, he was the last of those who were personally taught the church's principles by its founder, Joseph Smith. (1)

[Anthony W. Ivins] The Church has been paying me $500.00 per year in produce for my services as president of the Stake. It was decided on motion of Pres. Jos. F. Smith that 25 per cent of this amount be paid in cash or mds.
When I went to Mexico I loaned the Church $10000.00 at 10 per cent interest. I now deposited the Church note with the Deseret Savings Bank & TrustCo. and borrowed $4000.00 from them for the use in Mexico.
. . .I remained at home until the latter part of June finishing up our new home and getting moved into it. Received a letter from the Presidency of the Church calling a Solemn Assembly at Salt Lake on the 2 of July. Bro. Eyring and I went to attend this meeting which conveened in the Temple at Salt Lake on the day specified.
The assembly was composed of the Presidency and Apostles, Presidents of Stakes, Bishops and other men holding the Priesthood, and convened at 10 A. M. Singing. Prayer by Pres. Francis M. Lyman. Pres. Snow made preliminary remarks and read from Sec. 104, Doc. & Cov. and made comments on same. Also read from Sec. 82. Within ten, fifteen or twenty years perhaps sooner, we are going to Jackson County. If Latter-day Saints had paid their tithes in the past we would have on hand today a million dollars and if this had been for ten years back we would have ten or twelve millions. The Lord has told me plainly and most distinctly that the law of tithing should be taught while we were at St. George and He has made it just as plain that his is what I should say to you today.
Bishop Preston said one fourth of the Latterday Saints pay no tithing at all and many who have their names on the roll do not pay one fourth of what they should.

. . .John W. Taylor suggested that surplus property be consecrated to the Church to pay its debts.
M. W. Merrill said non tithe payers were on the increase. This meeting has been called that there may be a reformation.

Heber J. Grant had always paid his tithing with pleasure. Two dollars is spent in breaking the Word of Wisdom for every dollar paid in tithing.
Sacrement was administered by Bishops Preston and Burton.
Pres. Snow read from Sec. 86 Doc. & Cov 8 verse. If the people were not a good people we would not be here in this house, Holy to the Lord, where he has been in times past, and He has forgiven us heretofore but He will not forgive us longer. The man who fails to pay his tithing hereafter I could not recommend to the House of the Lord. Let every Pres. of a Stake pay his full tithing. Let every bishop so do. If people have been remiss in the past they may make good if they desire but we shall not say anything about the past. The Lord will send Cyclones, Whirlwinds and devouring fire and the way will be prepared for the fulfilment of His purposes.
Apostle M. F. Cowley bore good testimony.
At 3 P. M. a recess was taken and lunch served.
Called to order at 4-20 P. M.
Pres. Jos. F. Smith read from the Bible. God once cleansed the earth with water. He will cleanse it with fire. Just as sure as we live, just as sure as you hear the sound of my voice, unless we honor this law of tithing we shall never get back to Jackson County unless we go there as Ancient Israel wint into the Promised Land, by the shedding of blood. People who receive assistance from the Church should pay tithing on every dollar they receive. When people apply for assistance, Bishops, get your records. If he is a tithe payer he has claim on ;you, if not you are bound only the law of charity to render assistance.
John Henry Smith bore testimony.
Francis M. Lyman. There has never before been just such a gathering. It has fallen to the lot of Pres. Snow to announce that the time has come when the law of ;tithing must be observed in Zion. The time approaches when the law of tithing must be observed in Zion. The time approaches when Zion is to be redeemed and the Temple built under the law of consecration. When the time shall come that Pres. Snow, if it is his good forturne, and I see no reason why it should not be, shall say the time has come for the redemption of Zion, we will be surprized at the thousands who will be ready. Pronounced his blessing on all present.
George Q. Cannon. There are men in this congregation who are descendents of the ancient Twelve Apostles, and I shall say it, of the Son of God himself, for he had seed, and in the time right they shall be known.
Pres. Snow. We want every person here to be very dilligent in seeing that these instructions are carried out.
Pres. Smith introduced a resolution endorsing the teachings of today in regard to tithing.
Pres. Snow asked all who endorsed it to arise and with the right hand raised to say aye. The response was unanimous. The entire body of priesthood joined in shouting hosanna, sany the Soxology and were dismissed by Seymour B. Young. (2)

I paid Sarah F. in goods $72.57 and Josephine $76.55 in the same. I spent for my mother for a bed room set $10.00, dress patern $6.60. Myself Hat $2.65. Still due me $86.35. We returned home. (1)

[Franklin D. Richards] Priesthood meeting Assembly Hall Presidency Apostles, Patriarchs, Pres[iden]ts of Stakes, Bishops counselors, High Councilors, &c at 10 am ... Importance of Tithing & donations reviewed the erroneous policy that is tending to exhaust us & to run us out of the country financially instead of mobocratically . . . .
Assembly Hall Every Pres[iden]t of a Stake is expected to know about the tithing of his stake and be able to sign the tithing reports annually with intelligence knowledge This subject has been faithfully dwelt upon during this conference. Some complain the way tithing is expended for example Saltair stated about Garfield, Big Cottonwood, Warm and Hot Springs, and Saltaire has been great advertiser refered to Bar liquor selling, & to immoral practices. Referred to efforts to regain Garfield, and to build R Road to Ophir & then from Milford they will help extend He descanted on the departure of R. Roads, Lake shore properties &c out of our hands & prospectively uprooting of our whole people from this land Financially instead of mobacratically. He asked the kindly charitable consideration of the brethren our interests are your interests & your interests are our interests & we are doing the best we can & need your sympathies. (1)

[Heber J. Grant] President Lorenzo Snow . . . There are two things required of us as apostles, a perfect union among ourselves, and a perfect union with the First Presidency. If this [is brought about, may not need to die but be translated] . . . . In days gone by there were reports made to the saints and these were appreciated and it was calculated to inspire confidence. Today many men will not pay their tithings because they feel that the money is not used in the proper way. I have prayed that Pres[iden]t Woodruff might live to see the debts of the Church all paid. . . . (2)

[Heber J. Grant] ... Marriner W. Merrill had felt where ignorance was bliss it was folly to be wise. Personally I have never believed in the wisdom of going into debt, neither have I felt that it was wisest for the Church to run into debt. The Church was in easy circumstances financially in President Young's day and also in the days of Pres[iden]t John Taylor. I feel that the Church should be lending money and not borrowing. If there is any danger of the tithing of the Church being bonded in the plan for relief which is in the hands of Frank J. Cannon, I feel that when it comes to the knowledge of the saints that the tithing is bonded to pay interest and debts that the tithing will stop coming in to a great extent. I feel that the Church should stop going into debt and do all possible to get out of debt, and have money on hand to loan. I feel that Pres[iden]t Cannon is virtually at the head of the Church today, and is the responsible man, as Pres[iden]t Woodruff in his advanc
ed years leans on him in all matters . . . Pres[iden]t Snow explained that there was the very best of feelings existing between him and Prest. Woodruff, also Pres[iden]t Cannon and Pres[iden]t Smith, but Pres[iden]t Cannon knows that I do not approve of his methods of running into debt. Nearly all of his schemes where the Church has run into debt there has been a failure, and I have felt that the Lord did not approve of our running into debt personally or for the Church. The Prophet Joseph got into debt and the Lord told him that He did not approve of going into debt even to get the money with which to erect the Temple. I feel sure He does not want us to go into debt to build R. Roads, Power Plants, Saltair Resorts, etc. I feel that we should ask the Presidency to give us information on the finances of the Church. There was considerable informal chat at the meeting this afternoon and nearly all of us said something. We seemed pretty well united that the right thing was for u
s to ask for information on the financial condition of the Church. The fact that Frank J. Cannon had a large salary from the Power Co. at Ogden and that the Church had to pay the interest on the company’s bonds, that Pres[iden]t Cannon had said the Church was so deeply in debt that the apostles and others who are drawing from the tithings will have to stop were talked over, and the question came up as to whether the salaries that were coming to men in cases(?) where the Church was carrying the companies would not be stopped before those of the elders engaged in the work of the Church. We have had a good time in our meetings today and I rejoice to have been present. (2)
