Meeting of the Presidency and Apostles at the Temple at 11 A.M. Present: Presidents [Wilford] Woodruff, [George Q.] Cannon, [Joseph F.] Smith and [Lorenzo] Snow; Elders F[ranklin]. D. Richards, B[righam]. Young [Jr.], F[rancis]. M. Lyman, J[ohn]. H[enry]. Smith, G[eorge]. Teasdale, H[eber]. J. Grant, and J[Ohn]. W. Taylor. President Snow informed the Council that he had received a letter from Brother Moses Thatcher as follows:

Salt Lake City, Nov[ember]. 4, 1896.

Elder Lorenzo Snow, President of the Quorum of the Twelve Apostles.

Dear Brother: --

While at Logan [Utah] last week I learned through a letter that Elder Franklin D. Richards had called at my home for the purpose of informing me that yourself and Quorum of Apostles desire to meet me, and you thought arrangements could be made

to meet in the Annex of the Temple, if I could name a date when I could be present. Appreciating this kindness, and desiring very much to meet again with my brethren that they might know the inmost feelings of my heart by personal contact with the spirit that possesses me, I at once sent word desiring that you would name a time and place of meeting so as to conform to your own and the convenience of the brethren rather than to that of my own. It was my intention to go north from Logan to see my brother who resides in Idaho, but on receiving no word as to when I could meet with you I returned to this city Thursday, a week ago tomorrow, and have daily expected to hear respecting a time when I could see the brethren once more together. No word having reached me respecting that matter, I adopt this means of respectfully asking you when such a meeting can be arranged. As early a reply as convenient will greatly oblige,

P.S. That delays may be avoided, I send this by Elder C[harles]. W. Penrose, who has kindly consented to deliver it promptly to you.

It was decided that the Twelve would meet with Brother Thatcher at 2 P.M. on Thursday, at the Historian's Office, and that President Snow so inform him by letter.

The First Presidency, after the matter had been discussed that the Quorum of the Apostles had full authority and full sanction from the First Presidency, to deal with Brother Moses Thatcher as one of the Apostles, as the spirit of the Lord and the evidence before them shall justify.

President J[oseph]. F. Smith introduced the subject of fast meetings, suggesting that a change of the time from the first Thursday to the first Sunday in each month would probably be beneficial. This was endorsed by President Cannon, and after other brethren had spoken on the subject, it was decided that the Tabernacle services be dispensed with on the first Sunday of each month, and that the Saints in this City, as well as in the country wards, should have the privilege of meeting in their ward meeting houses at 2. o'clock P.M. to observe fast day.
